The Camel Valley Cycling and Triathlon Club CLUB RULES & REGULATIONS
CAMEL VALLEY CYCLING & TRIATHLON CLUB

Club Constitution, Rules, Conditions, Policies and Procedures.

1. The Club shall be known as the ‘CAMEL VALLEY CYCLING & TRIATHLON CLUB’.

2.  All persons applying for membership of the CVC&TC must complete a membership application form which includes an indemnity clause. Those persons applying for membership who are under the age of 18 years are also required to get signed parental consent which is attached to the application form. The minimum age for club membership shall be 11years though younger persons may come on club runs if accompanied by a responsible adult.  Indemnity Clause: I understand and agree that cycling events are held on the public highway and that I participate therein at my own risk and that no liability whatever shall attach to the Camel Valley Cycling and Triathlon Club, or any official of the club, or any member of the club for any injury, loss or damage suffered by me in or by reason of the event however such may be caused and whether by negligence or otherwise. As to club runs, I am aware that whilst club members will give assistance when an emergency has occurred, neither the club nor its members undertake any responsibility for instruction or supervision on such an occasion. I am aware an annual membership fee will be charged, the amount set at the October Annual General Meeting, I will accept the decision of that meeting.

3. Annual membership/subscription to the club will be £15 for adults and £2 for members receiving full time education. Family membership shall be £15 for the first member and £2 for each additional member, providing those additional members are not competitors otherwise the normal subscriptions are required.

4. Annual membership of the club shall run from October 1st, of any year up to the 30th September of the following year with annual subscriptions being required to be paid before or immediately after that date. Persons not paying their annual subscriptions will be deemed to be members for the following year, without normal club privileges and the allowance of being able to compete in any event, or until such time as a written letter of resignation from the member is received.

5. Members wishing to resign from the club whilst in paid membership shall be required to submit a letter of resignation, or will be deemed to still be active members of the Camel Valley Cycling and Triathlon Club and therefore will be unable to enter events in another clubs name.

6. The Officers of the Club together with a committee of 3 members shall be elected at the Annual General Meeting. 4 shall form a quorum.

7. Officers of the Club shall consist of Chairman, Vice Chairman, Secretary, Treasurer, Club Captain and any other officers as may be deemed necessary by any General Meeting.

8. The committee shall have the power to fill any vacant seats and appoint sub-committees for special purposes.

9. The Club financial year shall be from the 1st October until the 30th September of the following year after which the treasurer shall prepare a balance sheet to be audited and presented for member’s consideration at the AGM.

10. The Annual General Meeting shall be in October, normally the last Monday of that month and at least 7 days notice shall be sent to members enclosing with the notice a copy of the agenda

11. Items for the agenda of any General Meeting shall reach the secretary at least 14 days prior to that meeting.

12. The appointed Club Captain shall control club runs and control the pace to suit the weakest rider, No rider shall pass the Captain without his permission. If required a run leader shall be appointed to share the organising of the route with the Club Captain. There shall be at least two adults on each club run.

13. No alterations to the rules or constitution of the club may be made without the consent of two thirds of the club membership at the AGM or at an Extraordinary General Meeting called for the purpose, the notice of the requested alteration or addition having been given on the published agenda at least 8 days prior to the meeting.

14. Any member behaving in a manner prejudicial to the good name of the club or to the interests of his fellow members may be expelled from the club by the committee, a majority of 2/3 thirds being necessary for such an expulsion.

15. CLUB CHAMPIONSHIP RULES AND CONDITIONS:

15.1. 85 cup: One 50 mile TT, One 25 mile TT and one 10 mile TT; on any open event or CVC&TC club event.

15.2. Veterans Trophy: 2 x 25 mile TT and 2 x 10 mile TT; on standard on any open event or CVC&TC club event.

15.3. Most improved Trophy: Most improved rider over 10 mile courses from previous season; any open event or CVC&TC club event.

15.4. Junior Trophy: Fastest 10 mile TT, current season; C V C & TC Club events and any Club open 10 mile TT.

15.5. Fastest Schoolboy:  Fastest over 10 mile TT; C V C & TC Club events or Club open events.

15.6. Riddle Trophy: Points competition; only C V C & TC 10 mile TT club events.

15.7. Club Champion 25 mile: Fastest Camel Valley rider in the CVC&TC open event.

15.8. Club Champion 10 mile: Fastest Camel Valley rider in the CVC&TC Frank Parkinson Bates open event.

15.9. Club Handicap Champion 10 mile: CVC&TC Members only club event.

15.10. Members Cup: Awarded to member who contributed most during last year; selection to be made by Chairman-Vice Chairman.

15.11. Fastest Newcomer: Over 10 mile TT; first season.

15.12. Chairman’s Award, Triathlon Section: Award nominee to be made by representatives of triathlon section.

POLICY AND PROCEDURES FOR THE PROTECTION OF CHILDREN AND VULNERABLE ADULTS

16. POLICY

16.1. The Club has an obligation to provide a duty of care to protect all children (and vulnerable adults) and to safeguard their welfare, irrespective of age, gender, racial origin, religious belief, sexual identity and any disability.

16.2. The Club will take all reasonable practical steps to protect children from harm and discrimination and will respond quickly to all reported suspicions and allegations.

16.3. The Club recognises that the key to good practice is having an awareness of the principles required to promote a safe environment. The Club will adopt the Guidance Notes on good practice, poor practice and abuse as set down in Section 2 of the Document on Child Protection in Cycling issued by British Cycling and endorsed by Cycling Time Trials, and other leading national cycling organisations.

16.4. The Committee will be responsible for ensuring suitable procedures exist to meet this policy statement.
 

17. PROCEDURES

17.1. It is the responsibility of every member of the Club to report any concerns about the welfare of any child separately to two members of the Committee who will normally be the General Secretary and the Chairman.

17.2. It is not the responsibility of the Committee to determine whether or not abuse has taken place. This is in the domain of child protection professionals, the social services and the police force.

17.3. The Club is affiliated to British Cycling (BC), is a member of Cycling Time Trials (CTT) and the British Triathlon Association (BTA). It is the responsibility of the Committee to report any concerns about the welfare of a child to the designated National Child Protection Officer (NCPO) of British Cycling (BC). The NCPO will be responsible for referring the allegation to the Social Services Department in accordance with the procedures laid down in the Document on Child Protection in Cycling. The Committee should also notify the National Secretary of Cycling Time Trials (CTT) of any allegation reported to the NCPO of British Cycling.

17.4. British Cycling and all national cycling organisations who are parties to the Document on Child Protection in Cycling have given a commitment that all suspicions will be taken seriously and responded to swiftly and appropriately through laid down suspension, disciplinary and appeals procedures.

17.5. The Committee shall be responsible for making a detailed report at the time of any disclosure of concern. This information should be written in factual format and avoid any opinion or hearsay. This report should be sent to the NCPO of British Cycling with a copy to the National Secretary of Cycling Time Trials.

17.6. Where time is of the essence and the NCPO or the nominated deputy is unavailable, the Club Committee may instruct the Chairman or General Secretary to contact the NSPCC Helpline, (0808 800 5000), the duty officer at Cornwall County Council Social and Caring Services or Child Protection Personnel within Devon and Cornwall Constabulary.

17.7. The Committee shall have the power to suspend members of the Club accused of alleged abuse whilst the matter is being investigated by the appropriate authority.
